A Call for Global AI Collaboration
OpenAI has unveiled a bold plan to build global AI infrastructure rooted in democratic values, urging the United States to lead the way. The policy blueprint, released on November 13, outlines how the U.S. and its allies can work together to challenge China’s growing influence in artificial intelligence.
According to OpenAI, this alliance should start with the U.S. and neighboring countries. Eventually, it would expand to include more partners worldwide. The goal is to build a unified front for ethical AI development, driven by shared values like freedom and open competition.
Infrastructure: The Foundation of AI Leadership
To support this global vision, OpenAI is heavily investing in physical infrastructure. The “Stargate” project, for instance, began earlier this year in Abilene, Texas, in partnership with Oracle and SoftBank. More supercomputing campuses are expected to follow.
These facilities will house data centers, chip plants, and power systems. Notably, CEO Sam Altman stressed the urgent need for more computing capacity. He noted that a lack of resources has slowed product rollouts. Solving this issue, he estimated, could require up to $7 trillion in global investment.
Tackling the Energy Challenge
Besides computing, energy is another key focus. OpenAI has called on the U.S. government to speed up energy infrastructure development. This includes reactivating nuclear reactors and using Navy support to expand nuclear capacity. These steps, according to the blueprint, are essential to power the next generation of AI tools.

In response to growing interest from foreign governments, OpenAI also launched a new program—OpenAI for Countries. This initiative aims to help nations build their own AI systems on democratic foundations. As a result, participating countries will benefit from:
